In a decisive move to curb the rising wave of tragedies across the nation and bolster public safety during gatherings, Ondo State’s Attorney General and Commissioner for Justice, Dr Olukayode Ajulo, SAN, has rolled out comprehensive crowd control directives.
The measures, detailed in Directive No. 01-1224, aim to regulate public events while safeguarding lives and property.
Drawing on constitutional powers under Section 195 of the Nigerian Constitution (1999, as amended), the Administration of Criminal Justice Law of Ondo State 2015, and the Nigeria Police Act 2020, Dr Ajulo’s directives outline key protocols for law enforcement, event organisers, and local authorities.
These measures emphasise public safety while upholding citizens’ constitutional right to peaceful assembly.
The guidelines include thorough risk assessments by law enforcement, mandatory notifications from event organisers about the nature and scale of planned events, and the strategic deployment of security personnel.
Enhanced communication between organisers and law enforcement is central, supported by real-time surveillance technologies such as drones and CCTV.
Public awareness campaigns will educate citizens on safety protocols and peaceful behaviour during events.
Emergency preparedness is also prioritised, requiring the presence of medical teams, ambulances, and security personnel for gatherings exceeding 300 participants.
Furthermore, event venues must ensure adequate accessibility, with sufficient exits and entrances to facilitate smooth crowd movement.
Essential amenities, including drinking water and mobile toilets, are mandated to improve participants’ safety and comfort.
Violations of these directives will attract legal action, ensuring strict compliance.
Dr Ajulo highlighted the importance of collaboration between stakeholders, urging proactive measures and adherence to these guidelines to avert incidents.
He noted that these initiatives reflect Governor Lucky Orimisan Aiyedatiwa’s commitment to public safety and a secure environment for gatherings in Ondo State.
“The directives are a comprehensive strategy to protect lives and property during public events. All stakeholders must comply to foster a safer society and avoid legal repercussions,” Dr Ajulo concluded.
